I tend to think, when he settled for the $400k, he had been read the riot act by the MAA and told to make amends. Everybody thought the flap was handled. It was, for all practical purposes, until the Jane Does found out they weren't the only ones. When they found out he wasn't getting ethics handling - it all came apart at the seams.
It begs the question, why didn't he pay each of them off? Nip it in the bud?
I don't know that Masterson was read the riot act. From all I've heard he was handled per the Scientology "scriptures" on Ethics, specifically on Ethics Protection.
Celebrities who are a source of positive PR for Scientology aren't treated the same as the rest of the members. Reading between the lines of what Masterson's stepfather said in recent interviews, those types of policies contributed to getting Masterson in the situation he's in because the celebrity center enabled him to keep doing what he was doing as a serial rapist. He kept up doing what he was doing without facing any real justice actions from law enforcement or within the CoS.
If a non-celebrity who wasn't donating very large sums to the CoS or performing 100 hours/week of slave labor for them had raped an aspiring actress the "church" cared about they might have been arrested so fast their head would spin. As a Scientologist, it's important to only commit violent crimes only against other members who possess much lower status than yourself.
