He's so paranoid; he probably acted to mentally destroy anyone within international management he believed could possibly take over as COB. It seemed that that could have been one of the purposes of The Hole
I imagine that he also did what he could to legally prevent someone from duplicating the tactics that he used to take over from the Broekers.

I think what would cause his removal more surely than anything would be the open publication of worldwide Scientology stats, so that members, and especially the whales, can see for themselves what a pitiful return they're getting for all the money they're throwing his way, for the Ideal Orgs etc.
That's one reason you never see any - everyone in the orgs is told that Scn is booming somewhere else (but it's never here).
