East Grinstead is more than a quaint little town with a heritage railway, at least for the CoS. For Miscavige this is a deeply strategic location with importance greatly disproportionate to the town's size.
So the local administration it will be a prime target for OSA influence. It is almost never as simple as a straightforward "money-in-an-envelope" bribe. Scientology will find out who the local council members are, who they are connected to and what they value. Then CoS will provide various things to the people they are connected to.
Did a friend of a councilman recently get invited to some free event at a 5 star hotel with all expenses paid by some parent-company of a shell company of a CoS front group? Did any of their lovers suddenly get a well paid job at a company owned by a scientologist, where they work 100% remotely and do no actual work?
These are the things to watch out for. Scientology knows well how to make it hard to track down even for professional investigators, with the money trail going to 'friends' or 'lovers', but never actual family members etc. Keeping things to informal conections is part of the smoke screen.
