And if a person comes to confession and confesses a heinous crime, the absolution the priest gives him is conditional upon his making recompense which would include, in most cases, the person turning himself in to civil authorities.
The priest, however, will never report that crime to authorities himself, since that is a grave violation of the seal of the confessional.
