Yes, ripping public from other class v orgs is standard procedure for SO orgs, which leads me to believe Dublin has also become a sea org class v org. But I dont have much proof of that. Perhaps exchange rate plays into it, but I haven't heard that Dublin is way cheaper than anywhere else...
