Here's one that really, truly doesn't make any sense.
The idea that you cannot see a film without a twin.
When you read the policy what it clearly states and what it clearly is handling is that you never tie up the film room and make students wait to see a film by showing a film to a single student.
The solution is to have the film room movies running on a rotation and having groups of students attend all together so as to maximize efficiency.
The whole policy is written around the concept of a full academy and a packed film room attendance.
FFWD to being the ONLY student in the academy and waiting WEEKS to see films and check off their areas of the checksheet because NO ONE ELSE WAS AVAILABLE TO SEE THE FILMS.
So, a policy that was written to prevent unnecessary WAIT for films viewing and the film room was used to create unnecessary WAIT.
NOWHERE DOES IT STATE THAT A TWIN IS NECESSARY FOR ANY TECHNICAL REASON.
What's so funny is that the policy clearly states to have the films running in rotation but since there were no students in the academy this wasn't followed. However, the super stupid part is that what was followed was the preventing a single student from viewing films "so as to not tie up the film room and cause WAIT".
It was this type of thing that was a total and complete example of reactive programming that helped little ole guano off of the fence.

When the policy was written, the films were actually FILM going through a projector. Film wears out after enough times through a projector. This was to save money for the org.

I saw films get "damaged" in some way and the org had to pay for new ones, back in the day of the projectors. I was star-rated on and could change the films. The films had a cost of several thousand dollars each. We had students that couldn't see the Pro-Tr's film because it was damaged and the org couldn't afford to purchase another film. I knew that there were eople at the end of the course and they couldn't comp due to not seeing the film. I also know of students that went to other orgs to watch the films.
It was as fucked up as it sounds.

The number of honorable, lifetime dedicated Sea Org members immediately converted to the RPF in order to renovate the newly purchased hospital, Big Blue. Ethics gradients and policies, reviews, it was all out the window. Anyone with a "misread" rockslam all became instant slave labor. This all happened within a handful of days. Anyone in management that complained that their staff had been reassigned ... they too were dressed in black and running in place by the following morning.
)IMHO, it is easier to compile a list of things that DO make sense in $cn. - It's much shorter than what DOESN'T.
