*That video gives me the creeps. - Such a malevolent sinister vibe about it. - Nothing seems right. - All questions and no answers.
*The deck completely barren of life apart from one man dressed all in black skulking around the pool. - The pool lights flashing colourfully, which should be a happy scene. - But one is left with the impression of stinking rotten corpses, decay and agonising death.

*The hydraulic crane section. - Stood on deck near the railing is another biohazard man. - You just glimpse him as the lift is being lowered, about 20 seconds in.
*The guy with the torch is shining it down onto the platform as the lift is being lowered. - He’s even shining it onto the hull of the ship. - What could he possibly be looking for ? - Even on the ground as the van speeds off he’s still aiming his torch at the ground, intently searching (for something very important).
*The guys getting into the van and driving off with the fluidity and professionalism of seasoned assassins.
*As the van accelerates away a flashlight sweeps its beam onto the vehicle from left of frame.

One could go for the simple answer: M.V. Freewinds has been stuck in Aruba since March 2020, due to Covid-19 quarantine. (link goes to The Scientology Money Project blog). Biohazard suits are appropriate to the transfer of anything to or from that vessel at this time.

My thought was that the limousines mentioned were dignitaries from the Aruban government, judiciary, police. - The movers and shakers in that theatre of operations. - They would be wined and dined and treated like gods. - And certain promises, transactions and understandings would be made. - The honoured guests would be “safe pointed”, per Hubbard’s policies.

given the passage of so much time with the ship staying docked, i think it has to have suffered some sort of crippling issue that just happened to more or less coincide with the beginning of the pandemic. from what i understand, if the boat had been able to move under its own power they would have done what all the other cruise ships did and take it out for periodic excercise runs to keep systems like the steering from freezing up. it's apparently now sat so long that the only way it can be safely moved is to be towed to a drydock for maintenance and repairs, and i don't think they'd have allowed that to happen in the first place if not for something that kept it from sailing at all to begin with.
and i don't think biohazard suits are required, or normally necessary, but they may be part of Scientology's particular protocol for trying to keep the ship's passengers isolated. or they may have had some sort of health emergency that we just don't know about.

I agree....certainly possible.
Another reason is that if the FW motored to a new port.....then that would be a different Country....and different Covid / Health rules....
Could mean another Country would require "testing" and or other restrictions and or inspections....which Cult would not like...
I imagine that the Cult would not like any information to come out about the health status or anyone being in quarentine on the FW.....and that might occur if they move it.
I guess what I'm trying to say.....is moving the ship to a new port might require a Health Inspector to come on board.....and walk around the ship and talk to crew.....and Inspect the ship.

At the time the video clip was taken (August, 2021) the Freewinds was still under quarantine in Aruba. That means that a hazardous biological organism is suspected to be on board by the port authorities. There was no gangway deployed between the vessel and the dock as part of the quarantine measures.
So, what are we seeing? A port authority sanctioned team in biohazard suits which had boarded the Freewinds via a cherry-picker disembarking via the same cherry-picker. This means decontamination procedures for that team, too.
Freewinds is no longer in Aruba as of this moment. How do I know ? The Aruba Port Authority has an arrivals schedule posted that says very clearly that it will be back in port Nov 8, 2021. They were docked at Tierra Del Sol (off Venezuela) 5 hours ago.

There was never any such claim made by Ron Hubbard (ie: discovering any sort of telex technology).
There was, however, one of the earliest of his organizational policies requiring all official communications within or between Scientology organizations staff members and management take place in writing only. At the time, long distance telephone voice calls were prohibitively expensive and also resulted in poorly duplicated messages. Telex was chosen as a cost-effective means of long-distance communications because multiple messages could be composed offline and transmitted in a single burst many times faster than a human could type with perfect accuracy.
Hubbard was, in effect, using electronic mail for time-sensitive long-distance organizational communications decades before the Internet even existed.
By 1980, Scientology's International Management Organization (IMO) in Clearwater was using a custom programmed Texas Instruments 990 minicomputer as a store-and-forward telex routing system at the Clearwater HQ. In concept, this was similar in some ways to the early ARPANET (1969) or the later dial-up MODEM FidoNET (c. 1990's). In 1981, I worked in External Communications IMO and even wrote a special purpose program in TI 990 BASIC on that very system.

The bigger reason, IMHO, was that Hubbard wanted a system where it was harder to hide communications from HIM. By having things be in writing, he could get his own copy of what was going between Flag and the field.
