Much of this is the fault of the parents, who decided that their participation in Scientology and the Sea Org was more important than the welfare of their own children.
One decision I made, when my eldest was about 11, was to never allow my kids to go to the org. I knew if I did, I would have Sea Org recruiters wanting to sign them up, and threatening to declare me if I gave any counter-intention. So I decided I would ensure the issue didn't come up by ensuring the kids would never meet recruiters.
Among other things, the cognitive dissonance from this ("Scientology makes you better and improves the world" vs "I'm not going to let them grab my kids") contributed to my eventually leaving.

Org people are able to hold people in submission, because people do not naturally resist. Especially when they have been held from a young age, as she was.
One observation I had a while back, and which I wrote down
You are not free because somebody awards you freedom; you are free because you purposefully decide that you will not be subject to anybody else’s arbitrary will, and that you are willing to pay the cost of enforcing your decision.
At the low end, it involves being willing to be perceived as rude when you hang up the phone or slam the door on anybody seeking to impose their will upon you.
At the high end, it involves the willingness and readiness to use deadly force without hesitation against anybody who attempts to subjugate you by force.

She knows this letter was coached by the ethics officer to have him disconnect a way it does not create bad pr. He does not have any other othet choice than agree with the letter or escape.

All true, but I think if we go too far with this reasoning then we will end up blaming the victim.
The ultimate evil cause here is scientology. Valeska and her parents are all in some level victims.

It's technically true. There is no policy that requires disconnection from people "who have different beliefs".
The MAA will just tell you that you will not get service as long as you are connected to certain people, and let you come to your own conclusion.
