I can't imagine OSA is crumbling. I can imagine some staff are getting too old to function, and replacements are hard to find. I think DM needs this arm to enforce his will, though he may have to outsource more and more of it to lawyers and PIs. I don't see him giving it up easily, but I do wonder what Mike and Mark have to say.
