I'm pretty sure that right now this goes through a preliminary vetting process. All cases that appear valid at first glance are passed on to the continental level, where the inv IC assigns specific cases to specific people, often without having enough time to look at them in depth herself.

So in the end it ends up with just one person taking a real deep look into it... and that person probably already saw 100s of such things.

Not saying it is entirely useless, but the process is set up in a way that limits exposure of "normal scientologists" to this crap.... for more reasons than one.
