Here's a odd detail about L 12 that I hadn't noticed before.
This is the last and final step on L 12:
"Send pc/preOT to Qual to read and check out February 67, The Responsibility of Leaders, and have him read it in session. 2 way comm 'Supporting the powers you depend on' to major cognition."
Was what is also called the Bolivar PL always part of L 12? or was it added later?
It's not allegorical. It's literal policy, and contains other obnoxious and deranged content not listed here.
From The Responsibility of Leaders:
"[The powers asks] 'What are those dead bodies doing at the door?'
