Hubbards tone scale of emotions is a "rhetoric appeal" ( specifically pathos) that when one does dianetics and scientology training and auditing, one will go up his emotional tone scale and achieve Tone 40, serenity of beingness, a free being.
Of course, as we know, it's all a crock of shit, a hoax you might say.
