Is Bolivar PL part of L12?

Here's a odd detail about L 12 that I hadn't noticed before.

This is the last and final step on L 12:

"Send pc/preOT to Qual to read and check out February 67, The Responsibility of Leaders, and have him read it in session. 2 way comm 'Supporting the powers you depend on' to major cognition."

Was what is also called the Bolivar PL always part of L 12? or was it added later?

It's not allegorical. It's literal policy, and contains other obnoxious and deranged content not listed here.

From The Responsibility of Leaders:

1. So the Pre-OT that is paying $1,000 per hour for Class XII auditing, which one are they supposed to be???
a) The person that flows power to the leader (Ron) and joyfully murders people for them?​
b) The "Leader" that others smaller beings commit murder for (now that they have done their L's and are a mega-miraculously powerful being on this planet?​
c) The murder victim (whose pink legs are sticking out)?​
2. What happens if the pc paying $1,000 per hour is r-factored that they need to go read and check out on that policy, but 15 minutes before the session they WERE IN the course room on an admin course and just so happened to get a star-rate checkout on that same policy? Here is my guess. . .

Yes we know, almost everything is rhetoric to you.

I don't know if it was added later or not. If it was added later then it is rhetoric, if it was not added later, then you know the OEC and FEBC course had the PL on Responsibility of leaders. Still adds up to rhetoric. Many regs probably used the PL to get people to do scientology, especially the L's.

And yes, it's rhetoric, there is good and bad rhetoric. Even you Veda use rhetoric, but for good.

Lets take Lesson 1 as an example. Hubbard did this, amazing, just do TR's and the Communications course and you can become a better person, or really?

Rhetoric is defined as the art of persuasion, how to speak or write in a way which persuades your audience to act or think in the manner in which you desire.

This is independent of WHAT you wish your audience to do. Rhetoric can be used for good or evil.

Say what you want about Hubbard, he was a master of the art of convincing people to do what he wanted.

That said, the policy on " Responsibility of Leaders " is objectively evil.

I was involved in the Ls for a very long time.
First on the Apollo.
Then at the Flag Land Base.
Then promoted to be the case supervisor of the Ls.
Altogether 8 years of this.
No such thing as Bolivar policy added to L-12 in those 8 years.
It is possible one particular L candidate on the Apollo had that added before he fired back on mission
to an org. So this was later seen and hence an add-on was done for all.
But not in Hubbard written materials of L-12 content.
It is quite ludicrous for a stay at home mom , a pregnant woman and such who do L-12 to have to
study this where it has zero application to their lives.
This is David Miscavige altered L-12.
The Simon Bolivar policy is quite non-sequitur to the Rundown
which is mostly handling attached spirits.
